I think running it in offline mode should work, if not restart Steam and if that wont work too restart you PC and after that maybe you could try to «Repair» your game by right-clicking in your steam libary on «Properties», then below one of the tabs you should see the option to verify your game for issues

how can i run as admin

if there is anybody looking at this thread right now I need help. I am running steam as admin but this fatal error still occurs

I tried all of these and I am still getting this error. If there is any further information that you have I will try anything to play this game that I have wanted to play for ages

I dunno. As a hail Mary, you could close Steam, delete ClientRegistry.blob in C:\Program Files (x86)\Steam and then restart Steam. The file will be rebuilt once you launch Steam.

Also make sure the Steam Client Service is running. Win+R, type in services.msc, and look it up. Startup type should be manual.
