Что такое налог на недвижимость Property Tax, как рассчитывается и от чего он зависит

Одной из постоянных статей расходов каждого домовладельца является налог на недвижимость. Это те деньги, которые собирает город в свою казну, и на которые существуют школы и все городские службы. Налог это платится раз в год, но можно разделить его на равные ежемесячные платежи.

При покупке дома, всегда полезно знать наперёд, какой налог на недвижимость вам предстоит платить. Это поможет вам более аккуратно оценить свои финансовые возможности и прикинуть общую сумму предстоящих платежей. Далее, не стоит думать, что размер налога на недвижимость напрямую зависит от района, типа постройки, размера участка или каких либо других деталей. Расчёт налога производится только на основании муниципальной оценки вашего дома. То есть та цена, в которую город сам оценил ваш дом на ближайший год. В мае месяце все домовладельцы получают письмо из муниципалитета с расчётами налога (property tax calculation). В этом письме подробно объясняется, как высчитывается полная сумма вашего налога на недвижимость. Складывается она из следующих слагаемых:

В этом же письме вы можете найти цену вашего дома в соответствии с его муниципальной оценкой (Assessment). От этой и только этой цифры идут все дальнейшие расчёты обязательных налогов.

Давайте разберёмся на конкретном примере. Допустим, город оценивает дом в 250000 долларов.

Сначала высчитаем частичную стоимость (Portioned Assessment). Это просто 45% от цены дома. Процент постоянен и един для всех.

Portioned Assessment = 250000 x 45% = 112500

Для расчёта городского налога (Municipal Taxes) нам понадобится городской коэффициент (Municipal Mill Rate). Сегодня он составляет 14.056 и он так же един для всех в Виннипеге. Городской налог рассчитывается так:

Municipal Taxes = Portioned Assessment X Municipal Mill Rate / 1000

Municipal Taxes = 112500 X 14.056 / 1000 = 1581.30

Для расчёта школьного налога (School Taxes) нам понадобится уже другой, школьный коэффициент (School Division Mill Rate), который в каждом районе города свой. Давайте для примера возьмём школьный налог в районе Чарльзвуд, это 12.897. Если владелец дома проживает в доме сам, а не сдаёт его в рент, то тогда на этот налог полагается скидка (Manitoba Education Property Tax Credit Advance) в размере 700 долларов. Школьный налог рассчитывается так:

School Taxes = 112500 X 12.897 / 1000 – 700 = 750.91

Общий налог (Property Tax) это сумма городского налога (Municipal Taxes) плюс школьный налог (School Taxes) плюс на ремонт дорог (Street Renewal) плюс на благоустройство (Local Improvements). Рассчитать сколько город возьмёт на ремонт дороги и благоустройство, заранее невозможно. На сайте муниципалитета в их примере они пишут сумму 500 долларов на дороги и 600 на благоустройство. Мы тоже возьмём эту сумму. Итого у нас получилось:

Property Tax = 1581.30 + 750.91 + 500 + 600 = 3432.21
