this happened to me just now, and i managed to resolve it by confirming my identity. i was transferred to a page where i was asked to enter my full address and other details. i’m in australia so i think it must be something to do with new australian regulations. after entering my details and hitting «confirm», i was told that limitations on my account had now been lifted. before then i was at my wit’s end. the fact that the payment declines due to us needing to reconfirm our identity (which i had already done when i first made the account) is not intuitive at all, and should really be made clearer in the initial «payment declined» pop up.

Me too, just in the last 24 hours I’ve had two customers unable to pay via paypal. Both in Australia paying to Australia.

Same issue in Australia, we received the below from PayPal support:

«There has been a change within AUSTRAC as it relates to PayPal. They are no longer allowing invoicing. Now in order to pay, the buyer has to have a registered PayPal account.»

Very frustrating that PayPal has made this change and not notified its users.

However to clarify we contacted AUSTRAC who disagreed with PayPal:

I can confirm that no changes have been made by AUSTRAC to the AML/CTF Act 2006. The terms of payment a Reporting Entity accepts is a business decision, and AUSTRAC plays no role in that decision, nor does the legislation give us the authority to do so.

Unfortunately what may have occurred, is that PayPal have made a change to their internal AML/CTF Program (a program that sets out how they are going to meet their obligations to the legislation, including how to identify and mitigate risk, and identify customers) however the legislation has not changed.

Just to clarify, there’s not one rule for one Reporting Entity, and one for another. The legislation is what we regulate, and we do not make specific changes to how a reporting entity complies to the legislation.

In short, if a designated service is being provided, then the obligations are the same for all Reporting Entities (eg, a remitter or money transfer business must comply in reporting all International Funds Transfer Instructions within 10 days).

The customer just got this message. Im in South Africa and the customer is Australian. This is a verified and active business account. I need to send to a South African address as they customer is now in South Africa but he is paying from his AUD account.

Our customers in Australia receive the same error while they are trying to pay our Paypal account in Australia. Both are verified accounts and have successful historical transactions.

Customer payment in Australia from Australia within Australia. Has happened a few times now for no obvious reason. Some payments come through no problems, others get this message and can not pay.

I have this issue but only with some customers trying to pay with credit/debit cards without logging into their accounts. I send an invoice from my «Paypal Here App» on my phone to my customer for the customer to pay at a later date. The customer follows the «View and Pay» link in the Paypal generated invoice tries to pay without logging in and gets the Borg «resistance is futile message» above and the transaction fails. The customer then tries logging in to their paypal account to pay but as they already have a failed transaction cookie on their device the transaction can never complete. The customer usually then phones saying they can’t pay the invoice so i take their card details over the phone and process the transaction manually through my SQUARE App and Merch account (Paying less fees). Paypal Loses out. This is and Australian issued invoice being paid with an Australian credit/debit card.

I have been having this same problem over a month and i have contacted paypal support team and the support team from Wix (i use Wix for my shop) and have been talking to them about a month, but no one have been able to even figure out what is causing this. Both paypal support team and wix support said there is no problem on my setting and I tried every sugestion they asked, but i still have the very same issue.

I have been desperate to solve this because i am having this issue over a month and i have fully reached out to the support team both paypal and wix, and have tried my best to figure this out on my end, but the issue is echoing again and again. i am exhausted, but i wish i know the solution.

I have a web client that is selling products on their site with PayPal buttons, and for one particular product customers have been receiving the following message from PayPal:

To comply with government regulations, this transaction has been declined.

Has anyone had this issue before? I can’t find any literature on the Paypal site, and support wont give a clear answer other that it might be temporary.

Just happend to me. I editing my shopping cart and repurchased. Paypal then marked for a 72 hour hold but then approved the transaction several minutes later. I wish someone could explain.

This happened to one of our buyers too. It says to refer to Government regulations and policies. Well that’s a bit vague. The product is a makeup bag.

Well i had this problem, typed it in google and came here and read your so called solution and i can tell you your comment is about as usefull as paypal themselves, im guessing you are a paypal employee.

under «send» «request» and «more» i see «recent activity» which just has my invoices that i can’t pay.

under recent activity it shows my bank account details and card and then under neath the bank stuff it just says «set up a charity» or some **bleep**. on the left it just has adds saying GET THE PAYPAL APP. in the middle of the add banner spam it has «PAYPAL BALANCE» and under that it just has «goals» and then more ads for the paypal app and the very bottom is an ad for honey coupons.

so yeah after this headache of a time trying to pay someone 25 **bleep**ing dollars i just got their bank details and did a transfer using netbanking, a million times easier. tbh i cant wait to close my paypal account after posting this and never get another email or hear another word about paypal for the rest of my life. like they don’t exist.
