i get this message when i try to change my itunes country. i have been to China for sometime and now returning back to Pakistan but it wont let me change my country even tho i want it to be changed.
how can i fix this issue. i dont have any outstanding balance with itunes i need to get this fixed asap because i cant buy anything right now. please help me

Here are specific issues and how to deal with them:
Make sure you have canceled all your subscriptions ( https://support.apple.com/HT202039 ). However, subscriptions will then still continue until the expiration date. You need to contact Apple and request any ongoing subscriptions you have be ended immediately if you do not want to wait until they expire naturally.
● Spend all your Apple ID balance
One way to zero your balance is to add a credit or debt card as a payment method to your Apple ID and buy items just in excess of your remaining Apple ID balance. This will use up all the balance and any remainder will get charged to the card.
The other way is to contact Apple and ask them to keep any remaining balance.
● Pending purchases and refunds
If you have pending purchases, or refunds in the process of being returned to you, you will have to wait until these clear.

What to Do:
A. Zero-Out your Balance:
You need to zero-out you balance. So, either purchase something that is more money than what is in your Apple Account, or contact Apple Support, asking them to zero it out. Once zeroed out, you will be able to change your location.
Note: Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through 🙂
B. Repurchase Everything:
Note that once in a new country/region, you cannot view any of you previous purchases; they must be repurchased. This all has to do with licensing between Apple and the Developer/Studio.
